Build against deterministic scenarios with no path to a government system.
GET /v1/sandbox/scenarios lists named scenarios for every program and every outcome. POST /v1/sandbox/scenarios/{id}/run runs one exactly as POST /v1/tax/calculations would: a real calculation record, a calculation.completed event to every sandbox endpoint, a line in the trace. Sandbox keys only.
